
Stuck at download either choice add other items or leave as included, but still stuck at downloading step 114 MB... Tried to uncheck VS 2013 and 2017 then included 2013 and 2017, nothing go far...

I found alternate method of install, Just using Visual Studio 2017 and there is a top menu with Tools --> Extension and Update...
Then click "Online" and type whatever like Telerik Asp.Net MVC VSExtensions and follow instruction from there...

Since downloading Control Panel installation exe not working, found another alternate if downloading Control Panel installation exe file not work, just open VS 2017 and click Tools --> Extension and Update... then click "Online" and type whatever like Telerik Asp.Net MVC VSExtensions and follow download instruction...
I'm glad that you have managed to find a work around on this issue. Another thing I would recommend is using the offline(.msi) installers for the products. They can be found in your account downloads page.
As for the Progress Control Panel stuck at download, please refer to this article discussing the same behavior. The major point that you should check are:
- Check with your Administrators if any download size restrictions exist on your Network infrastructure.
- Check if FIPS is enabled and disable it.

Just FYI, I asked Administrators and we don't run FIPS and there is no restrictions download size on our network infrastructure. Yes, I will do that using offline (msi) files to install.

In order to find out what might cause the issue on your side we will need a record of the web requests from Progress Control Panel session. Telerik Fiddler is very useful for this purpose. Here is how to capture the web requests:
- Install Telerik Fiddler
- Configure Fiddler to decrypt HTTPS traffic.
- Launch Progress Control Panel and reproduce the problem (Fiddler should be running).
- Create a Session Archive Zip (SAZ) Traffic archive.
Please, zip and attache the Fiddler session to take a closer look.
