The functionality you describe is not supported by the Kendo UI Grid API but could be implemented by subscribing to the columnMenuInit event and reordering the elements manually; you can read more about said event in our documentation here.
I encourage you to participate in the Kendo UI Feedback and Feature Request Portal in order to voice your opinion; if the feature you propose gets enough votes, developers will take notice and might implement it in future releases of Kendo UI.
Alternatively, you could take advantage of our professional Feature Customization Services; you can read more about them here.

I tried to reorder them as you suggested, I think I am close, but something is not working.

There was a change in the way column menu items are loaded, which resulted in a need for an updated approach to sort the columns list. You can see a working example in this knowledge base article:
