The documentation for multi-column reports states the following:
The report has a Group. The Group is displayed along with the detail section, and therefore, is incorporated into the columns.
What I'm trying to do is have each set of grouped data display in multiple columns, similar to the attached image.
How can I accomplish this?

This layout (to repeat first horizontally then vertically "across-then-down") cannot be done combined with grouping (it can be done only if you drop the grouping by date). At the present moment, only the layout shown it the Multi-Column Report article is achievable. We have plans to implement a feature that will allow more flexible design on the multi-column layouts but we cannot tell if this is going to happen soon.
