I will address your queries with respect to the numbers provided in the image you've attached:
1. Changing the color of the axis labels and lines has been demonstrated in this forum thread.
2. As for changing the label's color, you can use the DefaultVisualStyle property of the LabelDefinition.
3. If you've added the legend items through the LegendSettings properties of the individual series, they will be added and can be accessed through the LegendItems property of the RadCartesianChart. If you want, you can also manually populate the RadLegend control with your collection of legend items.
