Ok so (this is in FF)...

1. Put your cursor at the end of "Hyperlink and image dialogs"
2. Hold Shift press Home to select the row
3. While still holding shift, press the left arrow
4. Copy, Ctrl-C
5. Move the cursor to the end of any other LI row
6. Paste Ctrl-V 

...goes all gimpy with extra UL wrappers

Can replicate, and provide a video if needed...I did have one recorded, but crappy jing hung :/
