I tend toward the Ripple emulator plugin for Google Chrome. Seems to work pretty well. Not exact, but for quick prototyping it works quite well.

For quick prototyping you can also use the userAgent and touch event options that are integrated in Chrome Developer Tools - it can't beat the Ripple additional tools, but it also lacks the complexity.
However, any simulator/emulator can't beat testing on a real device. So test on as many as you can before releasing your app.
