Could you elaborate in more details on what features/functionality you would like to see in the PDFViewer as annotations (e.g highlight) ? In this way, we will be able to evaluate it more precisely.

I was thinking about an annotation canvas layer built into the viewer to display any pdf annotations.

Thank you for the additional clarifications. 

We have already logged this as a new feature request in the Kedo UI Feedback Portal from where you could start tracking it:

• https://feedback.telerik.com/kendo-jquery-ui/1432795-add-annotations-layer-to-the-pdfviewer

Based on the gathered feedback and user demand, this feature could be scheduled for implementation in a future release of Kendo UI.
