Currently the toolbar only supports a couple of attributes to add to the toolbar buttons. It looks like a callback, URL, or ID are the current options for hooking up events to the toolbars. I was wondering if I could specify a class attribute, or better yet, arbitrary data- attributes. Currently this can only be done with template I believe.

Yes your understanding is correct, currently the developer has ability to assign callback, URL and ID attributes to the ToolBar components. We will consider providing ability for adding other attributes with the next service pack release.
