Is possible call an XAML in the event Action of the TextBox in the Report (Silverlight)?

The hyperlinks objective is to open external URLs. Telerik Reporting Hyperlinks cannot open a Silverlight form because the hyperlinks default target is a new browser window.
However we would have it in mind when working on subsequent versions of the product. Please keep an eye on our Product Roadmap for the most recent information on what would be added in the future versions.
