I'm setting the label of each tick in the RangeChanged event handler, as shown in this thread: http://www.telerik.com/forums/timespan-on-y-axis-be4ef7865705). The event is always triggered when needed, but randomly the Yaxis will fail to use the labels and show unformatted values instead.

Could you elaborate a bit more on the scenario you have. Also, it does not become clear how to reproduce the issue. Have you considered the use of the newer charting control - ChartView. If not, there is a topic comparing both charts. Please note that the older RadChart control is in maintenance mode and our efforts are focused on ChartView.
