I'm running VS2017 on Windows 10 Pro.
I have Telerik Control Panel 17.3.814.1 installed according to "Programs and Features" in Windows Control Panel.
I received popup notifications that new versions of my installed Telerik tools were available.
However, when I go into Telerik Control panel, the UI provides no clear indication that any updates are available nor how I should go about installing the updates.
There is not "Update" button in Telerik Control Panel.
Did the process for updating Telerik products change sometime in the last year or so ?

There is no change in the update process. This is caused by a known issue in Telerik Control Panel. We are currently working on a fix which will be released with one of the next releases of the Control Panel.
Please excuse us for the inconvenience caused.

We have just released our 2017 R3 release and you should be able to see the updates to the new versions of the installed products and update them normally through the Telerik Control Panel. The issue shouldn't prevent you from updating when there is an actual update. It falsely notifies you about non-existing update. We are working to release a fix for this as soon as possible.
Please let us know if you need any further assistance.

I don't know if it is the same situation, but it seems to be something like that.
I have also Windows 10 Pro, VS2017 . TelerikPanel is with Version 2018.2.607.1
I received popup notifications that 2 new versions of my installed Telerik tools were available and need to be updated.
However on next page where I can see all my installed products, there are no products that needs to be updated.
I have not installed all of available products (I don't need them all). May be there is the problem?
I have tried to replicate the problem you face but I was not able to do so. According to our records, the products you installed are all latest version available for you. And you have updated Telerik Testing Framework and Just Decompile after the initial install. As the update notification is again for 2 products I think that the update might not have worked out. To verify this, please select both products one by one and select View All Versions in the versions list ensure that there is Installed written next to the one at the top.
It would also be very helpful if you could send us a record of the requests the Control Panel makes after it is launched. Below you can find steps for that. It, however, would require extra effort from your end, so we would understand if you don't do it.
1. Install Telerik Fiddler
2. Configure Fiddler to decrypt HTTPS traffic
3. Launch Progress Control Panel (Fiddler should be running)
If you observe the same behaviour send us the Fiddler session as an archive as described here. We are interested only in the requests made to dl.telerik.com/runtime*, so you can select only them with your mouse and then choose to save Selected Sessions instead of all sessions.
Thanks in advance for your cooperation. I am looking forward to your reply.

Hi Nikola,
I've checked all products that are allready installed (and I've updated today with "update all" option to actuall version) as you said. So, once again I have all of my installed products actuall, but if I go to first page of Control Panel, there are still 2 products to update :). It's not big deal, but is also interesting why...
So, I will install Telerik Fiddler tomorrow and will send you the session as an archive.

Now I have another problem: "The selected file(s) cannot be attached because it may exceed the maximum attachment size (2 MB) or is from not allowed type (allowed: .jpg, .jpeg, .gif, .png)."
Attached File is 427k and is with ".saz" extension....
First of all, thank you for the effort you are putting into providing us with the necessary information. Just change the file extension to something that will be accepted, so you can send the file. We will handle it from there and get back to you.

Nikola

Now you get it
Attached archive
Thank you very much for your cooperation. The information you provided is helpful. However, we will need more time to fix the problem.
Please excuse us for the inconvenience.
