I was quite happy to see this addition in Q3 after waiting for it expectantly.
However , I cannot get it to work. I am adding screen tips as I always did
on the ribbonbar control previously (always worked fine). The screentip
never shows when I mouseover the control (radbutton).
I decided to trap the screentipneeded event and found that even though
the screentip was present in the designer, that the event found the item
to be a null.
I then tried programatically adding the screentip on application startup ,
this time the event showed that the screentip was not a null but a valid
screentip. Still the same problem though , the screentip never shows.
I assume I am missing something simplistic but I am doing nothing any
differently from before.

I was not able to reproduce any issues regarding RadScreenTips. They were shown correctly for the RadRibbonBar elements as well as for the external controls. In addition, the ScreenTipNeeded event handler's arguments returned correct values. I am attaching a sample application which demonstrates the correct behavior.
