The date labels at the bottom are wrong. They should all be five days apart, but the labels "11-06-16" and "11-10-16" are only four days apart. This messes up the remaining date sequence.
I also noticed this. The second task's (JP task) bar representation does not go from beginning to end dates, but the first task (Ted task) displays properly.
Please advise.

The duration between Nov 1 to Nov 5 is 4 full days.
To display every 5th within the month you need to start on Oct 31.

The data ranges should all be 5 days on this chart.
But, the second date range that is displayed is 11-05-16 to 11-09-16 (four days), which is wrong.
Shouldn't the second date range be FIVE days:11-5-16 to 11-10 -16?

Please accept my apologies for the delayed response.
I had trouble reproducing the issue until I realized we were in different time zones. Switching to EST showed the issue right away.
I'm afraid the Chart can't handle the time zones in this case as the value axis is not a true date axis.
My recommendation is to look at the Timeline View of the Scheduler component. It is designed specifically for this purpose and handles time zones out of the box.

Unfortunately, the Timeline View does not look like it will work for me.
This presents a challenge because I have a requirement to show a Range Bar Chart and a Line Chart on the same page with identical dates.
Here is an example of what I am trying to explain: here
The dates on both charts should be five days apart.
The Line Chart properly shows the dates (11-05-16 to 11-10-16: FIVE days) ,but the Range Bar Chart does not (11-05-16 to 11-09-16: FOUR days).
Is there anyway the Range Bar Chart can be enhanced to display the dates properly?
I want to use Kendo Charts for this project, but I won't be able to unless this is fixed.

Okay, I don't think it makes sense to try to get the range bar to work with dates. This is possible, but we'll have to retrofit the value axis to fully support date ranges.
We can try to plot the data manually, as we do in this help article. I've prepared an annotated sample that you can use for reference.
The sample is based around the idea that we need to keep the two charts fully in sync. To that end, I've simply taken the configuration for the second chart and hid the series.
On top of it, I've plotted the task data using the now populated axes as reference.
I hope this makes sense. Let me know if the annotations do not cover some important aspect.
