I see the release note mention that 2015 Q1 add a new feature named Outlook-Inspired Template. how to use it?

Hello Vincent,

I'm afraid the new Visual Studio Templates are only for WPF. However you can find more details about them on the following link from our online help documentation:
http://docs.telerik.com/devtools/wpf/visual-studio-templates
