Can any one help me out to know is telerik MVC open source http://demos.telerik.com/aspnet-mvc/ control library is free to deliver to client or Do we need to take license for it?

Can we use GPL license as commercial web site being an open source?

You can use the open-source version of our MVC components for a commercial project if you adhere to all requirements of the GPL 3.0 license. Its key requirement is that you should provide your source code to your users. Please make yourself familiar with the license in full. I am afraid we cannot provide counselling for the specific cases of our clients, so if you need any additional recommendations, please consult your legal advisor.
