The problem is caused by a CSS3 selector in the hover state's CSS rule, which makes IE8 incorrectly ignore the whole rule. We will split the selectors and use two separate rules. Changes will take effect in the next internal build. Thank you for reporting the issue. I have updated your Telerik points.
