Hello, trying to zoom the map in Arial view at particulate zoom point background images are not displaying. Max ZoomLevel is 13 in my code. Please let me know, how to avoid this issue. Please find the attached screenshot for reference.

Hello Sunil,
This behavior is expected. The Bing Maps aerial view is not available on all zoom levels. There is a maximum zoom level of available details. This zoom level is determined by the location you are zooming into. Some areas can be zoomed further than others. When there is no available details for the specific zoom level the Bing Maps services return the image shown in your attachment.
