You can format the rows appearance, by making use of the RowFormatting event of RadGridView. Please refer to the following help article, where you can find an example of this: FormattingRows.
In regards to your second question, please note that RadGridView uses Virtualization for its elements, and they are being reused to display the data. For more information regarding the data virtualization, and the possible approaches for coloring your rows, please refer to the following blog post.
