Did the Telerik Control Panel just go 300 baud or what? I am operating on a 30 MB Internet pipeline so I know the problem is not on my side. Since updating to the latest Telerik Control Panel all updates simply crawl. That is to say the time to download a single component of a update has gone from seconds to many minutes.
The total download size is approximately 700 mega byte (not gigabytes) and it is stuck on "ASP.NET AJAX Q1 2015 SP1 DEMO" for the last 5 minutes. Now if Telerik is currently undergoing a denial of service attack I could understand. I hope this is not an occasion where their support budget has been slashed by their new parent company. We like our toys and our support too. :-}

We are sorry to hear that you experience download speed issues.
Although it is very unusual, we have some clients that experience similar issues and the most common reason is within their ISP.
We use Amazon storage service for download. You can test the speed to Amazon CloudFront. Here is one broadband speed test:
