The first problem is most probably related to your Telerik Platform subscription plan. Note that as AppManager went out of its Beta stage and is now official, the availability of features depends on the type of subscription you have. You can see more details here:

To summarize the distribution options:
- Email distribution
is available for all subscription plans
- Web catalog
distribution is available for Telerik Platform Professional
- Mobile app distribution is available for Telerik Platform Business
So, if you have Telerik Platform Professional
, then your users can access apps via email or the web catalog, but not the mobile app.
As for the second problem you mentioned, it is indeed specific to the Firefox browser and its fix is currently in testing stage, so it will soon be live.
However, note that if your users want to install an app on their mobile device, they need to log in from the device and not a desktop browser, as both the email distribution and web catalog detect what is the device used and allow download only on devices supported by the app that you are trying to install.
