Yes,that's right. The Windows Phone marketplace and Windows RT/8/8.1 store are different stores, that have no connection between them and both versions of Tasks are entirely different applications, so two licenses are required. We have added a 21-days trial option for each paid functionality in order to test it and to assure that it fulfills the user expectations.
