Is the "Window8Touch" theme available for the Silverlight4 version of the RadControls for Silverlight, or just the Silverlight5 version?
If it is available for Silverlight4, which version release do we need to download to have access to it?

Unfortunately the support for Silverlight 4 has been discontinued as of Q3 2012. You can find more information here. Windows8TouchTheme is available for Silverlight 5 version of our assembly.
I would suggest you to upgrade to a newer version
