Thank you for contacting us and for your question.
The UX of the control itself implies that it has Picker (or Inline) and Selector (or Popup) parts. The control is currently not designed to be used in a Popup (selector) mode only as it needs additional user input - like OK/Cancel to confirm the current selection. You can still use the IsOpen property as well as hide the Inline part by setting its Opacity property to 0.
Could you please share some more details about your application scenario so that we can consider it as a future improvement?
