I am in the process of upgrading my Project(s) to Silverlight 3. I will uninstall Silverlight 2 and install Silverlight 3 Tools, and I'll uninstall Blend 2 so I can install Blend 3. What do I need to do from the Telerik Side? Do I just copy DLL's somewhere? Do I uninstall, then install the controls for SL 3?

You should uninstall Telerik controls, as you did with SL2 and Blend2. After all the SL3 SDK and toolkit and development are all setup, then you should run the new SL3 installation from Telerik site (8/12/2009 Q2 version). Then you should be OK!
