How far is Telerik with this plan regaring the Cordova upgrade?

Is this still end of march available to us as final release?

AB does now support building for Cordova Android 4.1.1. No announcement yet though. Use the Cordova 4.0.0 version in AB.

4.0.0 (Android 4.1.1, iOS 3.8.0 WP 3.8.0-2)

Hi,

As Jim has explained, Cordova 4.1.1 is already available in the AppBuilder Cordova 4.0 set. We plan to announce this officially with the upcoming AppBuilder release scheduled for early April. With it, Cordova 4.0 will also become the default Cordova version for new hybrid applications.

However, even as Cordova 4.1.1 is already available, at this stage there is a known issue for existing Cordova 4.0 projects that the local Cordova js files are not updated to 4.1.1 for Android. This will be addressed with the upcoming release. Still, the solution until then is to migrate your project to another Cordova version and then return it to Cordova 4.0. again. This will refresh the local Cordova js files and after build everything should be okay.
