Why can't I explicitly change the style of the "Expander" togglebutton? I am unable to change the look of the default expander unless I reference a template. I can't reference a Style and I can't even explicity change the background of the control.

Hi Jeff,
The expander icon is represented by a ToggleButton and you can modify its default settings by applying on it a Style targeting a ToggleButton. For that purpose you can either use explicit styles or the RadTreeView/RadTreeViewItem ExpanderStyle property. Please take a look at the Styling the Expander article for further information.
