Hello Terragile,
Presently, it is not possible show Bing traffic data using current version of the RadMap, because it doesn't support multiple map tile providers. But version 2011.Q1 will include this feature, so it will be possible to create map provider for traffic data and show it over the map tiles.

How do I access traffic information? Do I need to create a custom provider?

We will support the Bing Maps Traffic information in future releases of the map control. You can track implementation of this feature using the following link:

Has this feature been added yet. We are looking to implement traffic usage into our maps as well.
