ToolTip Not Showing on All Data Points

I have a Chart with tooltips that only show on half the data points on the chart.  For example I hover over one data point and the tooltip shows - when I hover over another data point on the same chart no tool tip shows.

Any advice is appreciated.

Thank you for contacting us.
I gave the bar charts a check and it seems that the tooltip is being displayed correctly.
Would you send me the relevant xaml and code behind to check it out.
From the screenshot I can deduct that tooltips are not shown on negative bars, is that correct?
