It seems like my TFS sync is hanging. I only have 2 sprints with 24 stories and maybe 15 tasks setup. I don't have any file attachments or anything that I can foresee making a large file size. I started the sync remotely and found that it was taking too long, so I tried again once I got to my local network. It was still reporting that it was syncing. I can't seem to find a way to manually stop it. I tried restarting the TeamPulse service and even tried fully rebooting my server. When I log back into TeamPulse it still says it's trying to sync. It's been over 2 hours. Am I just being impatient?

We are sorry that you experience that issue. Can you try to stop it using the following link: http://<your server name>:9898/Services/DataService.svc/ResetProjectSyncStatus?ProjectID=<projectID> and let us know if that did the job?
You can see your projectID by opening the project and see what is the number right after "#/Project/".
If you experience any further problems do not hesitate to write again.

Regarding your question, yes this solution still works in the latest release of TeamPulse. You can find an article related to that in our documentation here.

with the latest version of TeamPulse 2014.R3 SP1 we still support http://[server]:[port]/Services/DataService.svc/ResetProjectSyncStatus?ProjectId=[project ID]. The SynchronizationService doesn't have such method currently.
