But, can Team Pulse integrates with Team Foundation Service (cloud, visualtudio.com)?

I was unable to connect. Got this:
The request channel timed out while waiting for a reply after 00:03:00. Increase the timeout value passed to the call to Request or increase the SendTimeout value on the Binding. The time allotted to this operation may have been a portion of a longer timeout.
Server name: programad.visualstudio.com
Collection: DefaultCollection
Port Number: 443
UserName and Password got from TFS Service Credential Viewer.
Just like this page teaches.
