I'm interested in buying Team Pulse for my team.
Q1: Is Team Foundation Server a requirement for Team Pulse?
Q2: Can Team Pulse do Kanban without Team Foundation Server ?

Thank you for your interest in TeamPulse.
To answer your questions:
Q1: In general Team Foundation Server is not a requirement for TeamPulse usage. We provide synchronization between TeamPulse and TFS as a feature but you can absolutely use TeamPulse without connecting and synchronizing your project with TFS.
Q2: There is still no Kanban implementation as part of TeamPulse but it is definitely into our Backlog. In order to populate this request please visit our Feedback Portal and vote for it on the link below:

We just released TeamPulse R5 now it has Kanban boards.
