The SegmentedControl's API is designed to be pretty tight and no such modifications are available. I have logged a feature request on your behalf so we can consider exposing additional properties or mechanisms so that the users have better control over the appearance of the component. You can track its progress on the following link from our Ideas & Feedback portal - SegmentedControl: Expose additional properties or mechanism to control the appearance of the items. Please follow the item in order to subscribe for automatic notifications. I have added some points to your account for bringing up the behavior as well.
In the meantime, I can suggest you using the RadTabView instead of the RadSegmentedControl. Though the TabView control is designed to host some content in its tabs, you can use it without any content. Eventually, its API is much more flexible and you can use custom templates for the headers. I have attached a sample for your reference. Will such approach work for you?
