I'm using a Telerik RadChart with two Y axis. I'm using a MVVM patter so all the chart configuration and binding are in xaml file with ViewModel behind (handles the data load).
is there any out of the box functionality that will enable axis swap (X with Y)?

Unfortunately, this functionality is not supported by the control.
