The issue in the public tracker is actually related to the behavior of RadRichTextbox itself, not to how the content is exported. That's the reason for setting the status to resolved.
The problem which you experience is related specifically to the HtmlFormatProvider and how styling of the bullets in a list is exported. We will log this as bug report into our to do list.
