I have a requirment to show a miniature chart and bigger chart.
The Mini chart shows the entire data and the bigger chart shows the current period.
I have Prev/NExt button on both sides of mini chart. when user clicks on one of these buttons, the updated scroll view should be highlighted by a rectangle in mini chart and bigger chart should display the selected data.
When user clicks on the Next/Prev button, the current view scrolls and the rectangle shifts to next data region.
I m not sure how to display the rectangle ( Red one in the image attached)

Have you checked RadTimeBar? It seem you are trying to implement scenario similar to the demonstrated in the FirstLook example here: http://demos.telerik.com/silverlight/#TimeBar/FirstLook.
