Hi Chandrashekar,
RTL languages use characters that are treated as upper case. However, currently RadSpellChecker does not allow spellchecking all uppercase words.
The feature is in our to-do list and we are currently working on its implementation. It should be available in the Q3 2013 release expected in October. You can track our progress on the matter through this PITS item: http://www.telerik.com/support/pits.aspx#/public/silverlight/14369.
