If I use the startmenu-shortcut I get an errormessage:
"Microsoft Document Explorer cannot be shown because the specified help collection 'ms-help://telerik.windows.controls' is invalid."

The ViewHelp.bat in C:\Program Files (x86)\Telerik\RadControls for Silverlight Q3 2009\Documentation uses a wrong path for dexplorer.exe (for windows 7)  /Help 8/  instead of /Help 9/ so it doesnt work either.

Possible "workaround":
cmd.exe
goto Telerik installed dir: cd  "cd C:\Program Files (x86)\Telerik\RadControls for Silverlight Q3 2009\Documentation"
and start dexplore from here: "C:\Program Files (x86)\Common Files\microsoft shared\Help 9\dexplore.e
xe" /helpcol ms-help://telerik.windows.controls.silverlight
