The reffered forum thread demonstrates how to manipulate programmatically RadGridView's scrollbars (either vertical or horizontal). In this case you do not need any XAML markup. Furthermore moving the vertical scrollbar to the left side is not a straightforward task due to the fact that RadGridView uses its own GridViewScrollViewer. You may set the RadGridView's FlowDirection property to RightToLeft, however I am not quite sure how this fits in your requirements.
