I find myself duplicating RadWindows on different pages in my Silverlight 3 Business Application. Is there some way to put the window's xaml and code in a central resource that can be shown from different pages?

The recommended way to use the RadWindow control is to put it into a separate XAML file like you do with the UserControls. For more information you could refer to the following help article: http://www.telerik.com/help/silverlight/radwindow-how-to-use-radwindow-as-user-control.html.
