Can a resource file be used with the telerik mvc controls??

I suppose you are referring to localization capabilities. Please read our documentation:

Sorry what I meant is that can I use my own resource file for the replacement of the labels and such for custom replacement.

Yes, you can modify the provided resource files or create your own.
