Hello Joseph,
In the current implementation of RadToolBar a StackPanel have been used as an items-holder. Because of this, no multi-row wrapping is supported. Of course we like the MSVS-IDE toolbars behavior very much and it will not be a surprise if we implement it soon in the RadToolBar. However, our shortcoming plans are to port the RadToolBar to RadControls for WPF.
