Hello Kirk,
Let me get straight to your question. The Silverlight framework does not support displaying a ToolTip on a disabled control. Our RadToolTipService inherits from the native ToolTip and this is why there is not an easy way to show it over a disabled control. Can you please elaborate on why you need to support such behavior?
