Hello Dennis,
Thank you for your interest in the RadToolBar for Silverlight.
Unfortunately we still not provide such a control. However currently we are working on SplitButton and DropDownButton. I hope we will finish them for the next SP2 release (of course the QA Team will have the final words).
We hope this will not be a show stopper for you.

Do you have a release cycle planned for SP2? Is there a way to simulate the functionality (e.g. with a Button and a ComboBox with Images or a Button and a Context Menu)? Do you have any recommendations for an approach until you develop the functionality?

Thank you for the feedback and the interest in our controls.
We will have a SplitButton control for our next Q3 release which is scheduled for the beginning of November.
For more information about how to create your own button please visit the following article(the article is for WPF but you can use it in SIlverlight as well):

Another option could be to use combobox and edit its template or a menu control. It depends on you.
