I am using the RadMenu and it is correctly positioning itself so that everything is within the silverlight app. Is there anyway to set new bounds for the menu or specify that the menu should only fly up rather than down by default?

Unfortunately, this scenario for RadMenu is not supported at this stage. It is logged as a future request in our Public Issue Tracking System (PITS). If we receive enough clients' requests we will consider implementing it. You can track this progress in with Issue ID = 3578.
