Hello Kingsley,
Which version are you using? I believe we resolved a similar issue recently. The exception is caused by the design time dlls not being loaded correctly or missing.

I use Telerik.Windows.Controls.Input, Runtime Version v2.0.50727, version 2011.1.322.1040 (RadControls for Silverlight Q1 2011)

This issue should be resolved with the latest internal build. Please re-test it with it.
