RadListBox: Restrict the moving of a particular(Argentina) item in a particular direction(L->R)

How to restrict transfer of items from left to right but not right to left.

Does not allow user to transfer a particular item(eg:Argentina) from left to right,but allow the same item to transfer from right to left..

How to know whether the item is transferring from left side list box or right side list using javascript?

If the same item is on the right side then allow user to transfer,but if it is left side,then doesn't allow user to transfer..
