I am trying turn of smart label on particular chart point by right click and making its visibility to be collapsed.I tried to find some work around on data point ,legend connectors but I could not figure any kind of solution.
We have requirement where a user wants to turn of smart lable on particular point by right click and turn off from context menu. Any kind of sample project will really help us.

I am a bit unsure what you mean. The smart labels are a feature of the chart that affects all labels in all series. You cannot turn off the feature for a specific label.
Also, you cannot turn off a label or a label connector for a specific point. A series either creates labels for all points or for none of them.
However, depending on your exact needs we may be able to suggest a work-around. As I mentioned earlier, I am unsure what is the final result you are after and if you were to send a few snapshots/drawings of the desired result we may get a better understanding of what you are after.
I don't think that it is very friendly to make your users right-click a label and hiding it. Is this what you need? Perhaps you can use a track-ball or a crosshair instead of labels. Alternatively you can use sampling to decrease the number of points, thus decreasing the number of labels. Let us know if you need further assistance.

Here is the scenario exactly. Our ScatterPoint Series charts shows 10 points(Lets say we have P1......P8,P9, P10).
User want to turn of smart labels for 8 points and he want show smart labels only on the important points(two points (P5,P10) on the chart. Yes user wants to have two options 1) Turn of smart Lables if datapoint meets certain condition i.e Lets if price is less than 10$ => then dont show smart lables. 2) User wants right click on the point and turn of the smart lables( user is not bothered abt turn off smart labels for 8 points because he really want to focus on those two points... in his business world)

From your explanations, it appears that there is some confusion. The smart-labels feature is a feature that positions labels in such a way that overlapping of labels is minimized. From what you are saying, it seems that you do not use this feature at all, but would simply like to collapse some labels.
Even more, you actually seem to want only to annotate certain points. As I mentioned before, you cannot turn off labels for some points, I assume that you can use a label template in which you can toggle the visibility of the visuals, but you cannot make the series not create labels for some points.
Since these labels that will be visible have some special purpose of annotating something, I think you should not use labels at all and use annotations. Here, I think, the CartesianCustomAnnotation is the thing you are looking for.
