RadBusyIndicator is available in Q2 2010 which was released the last week with version 2010.2.714.

Hi Chris,
Could you please try out the sample project attached to the post. It is a simple project with some controls in a BusyIndicator. Everything seems to work as expected.
If you still experience difficulties could you please send us a sample project in which we can observe the issue. In that way we will be able to assist you in the best manner.
