When upgrading to the Latest Internal Build, the instructions say to remove the DLLs from my project Bin and copy the new DLLs into my project - then update the references to point to the local project location. 

This would mean that only my project would be using the LIB assemblies and nothing else.  For example, if I start a new project, I have to remember to copy the new assemblies over, otherwise the older version will be copied by Visual Studio when added.

How and when do the main Telerik files get updated (the ones found in Program Files\Telerik\RadControlsForSilverlight Q3 2010\Binaries\Silverlight)?

Hello Scott,

This is on purpose. The latest internal builds are not fully tested and are not ready for production. They are meant to give an idea to the developer whether a bug has been already fixed.
You should manually update your project to point to the new assemblies.
Still, if you need to use the LIB in all subsequent projects - you can extract the files (and override) over the files of the current installation (in C:\Program files ... )
So, next time you add a reference to that location - the newest build will be used.
