go to the RadDateTime Configurator demo page.
Set the InputMode to TimePicker.
Enter 12 in the input text, open the selector and select 00:00: 00:00 is selected.
Enter 12 in the input text, open the selector and select any entry: 12:00 is selected!
This is not consistent.

We are aware of this issue and it's already fixed. You could get the fix with Q2 2013 in the middle of June.
